Jiancaoping District

    Geographical and Natural Conditions:

    Jiancaoping District is located in the north of Taiyuan proper and surrounded by hills in east, west and north, covering an area of 285 square kilometers. The Fenhe River runs through the district from the north to the south. It is adjacent to Xinghualing District in east and to Wanbailin District in south. The District governs 9 subdistrict offices, 3 townships, 2 towns, 53 community commissions and 90 villages, with permanent resident population of 330, 000 including non - agricultural population of 230,000.

    History:

    Jiancaoping District was established in 1998 when the administrative division of Taiyuan City was readjusted, consisting of 29 townships of the original North Suburban District and 6 subdistrict offices of the original North Urban District.

    Advantages in Geographical Location:

    Jiancaoping District, a major old industrial base in Taiyuan City, is an integrated urban and rural district, with heavy industry and the tertiary industry as well as tourism. Transportation and communication are very convenient in the District, with traffic network of "five highway lines between the north and the south, three highway lines between the east and the west and one ring road". Roads link up all parts of tile urban and rural areas. Power and water are supplied sufficiently and program- controlled telephone network covers the whole district.

    The District is rich in tourism resources. As for 8 scenic spots in Taiyuan city, of which four scenic spots as "Red Leaves on Juewei Hill", "Cool Spring on Lieshi Hill", "Snow on Tianmen Pass", and "Wonder Cypress in Tutang Temple" are located here. There are a lot of attractions and historical relics such as Duofu Temple, Dieren Temple, Jingyin Temple and Physician Dou Temple. The vacation resort at the No. 2 reservoir of the Fenhe River and the memorial place of happy forest of the provincial people and military are all located in the district, attracting more and more tourists for sightsee-ing. The proportion of grain crops and cash crops accounts for 30 per cent and 70 per cent, respectively. A special market is to be expanded through raising funds, which may become a new brilliant point in economic growth in the District.

    Social and Economic Development:

    In 2003 its GDP was 1.527 billion yuan. Its financial income totaled 251 million yuan. Its retail sales of consumer goods for the whole society totaled 1.547 billion yuan. Per capita net income of farmers was 2900 yuan. A total of 155 projects have been newly constructed, expanded or improved. It has made a remarkable achievement in inviting foreign investment and cooperation. The foreign investment of 861 million yuan has been fulfilled. The project of 22 highway lines as Xikang line, Binhe east and west roads and Xinxing road, etc. with a total investment of 1.087 billion yuan and a total length of 126 kilometers, has been constructed and will bring about new prosperity for economicdevelopent in the district.

    DelopInent Target:

    It follows the strategy of "placing industry' as pillar and developing non- public economy" to invigorate the local economy. It makes efforts to turn the Jindao Bean enterprise and Fengyuan Dairy enterprise into the dragon -head enterprises in agriculture and to build the new stainless steel industrial zone to become a new point ineconomic growth in the whole district. Shanxi modern decoration market has become a pilot market of green building materials in the country, which is stimulating the development of the tertiary industry in tile District.
