Wanbailin
District
Geographical and Natural Conditions:
Wanbailin District is located in the western
bank of' the Fenhe River , a scenic spot. It is adjacent to
famous tourism spot of Jinci Temple and Jinyang development
zone in south, to Taiyuan Iron and Steel Group Corporation
in north (where is a stainless steel production base), to
the Dragon Mountains in west (where is rich in coal resources),
and to the commercial centre of Taiyuan proper in east. It
covers an area of 305 square kilometres. Now, it governs 3
townships, 13 subdistrict offices, 76 community commission
and 69 villages, and with permanent resident population of
504,000 including non - agricultural population of 435,000.
History:
The predecessor of Wanbailin District
was Hexi District of Taiyuan City. Wanbailin was named in
1998 when the administrative division of Taiyuan was readjusted,
h has been developed to a new integrated urban and rural district
with the primary, the secondary and the tertiary industries.
The District is rich in tourism resources for its beautiful
environment. It has built a traffic network of "six highway
lines between the north and the south and six highway lines
between the east and the west" and more than 200 roads.
A broad aveune- Yingze Street , usually known as " Ten
Ii Changan Street of Beijing City ", links the district
from the east to the west. Heping Road links the district
from the south to the north. Taijiao line, Jinei road and
outer ring road run through the whole territory. Taiyuan Station
is a hub of eonmmnieations linking up all parts of the country,
such as Beijing , Shijiazhuang , Datong and Shanghai cities,
etc.
Its primary industry involves vegetable,
fruit, animal husbandry and flower, with greenhouse vegetable
and flower, fresh and dry fruit, ecological forestry and livestock
and poultry farming. The secondary industry involves coal,
drinking, chemical and machinery sectors. The tertiary industry
involves tourism, commercial business, real estate, information
service, community service, science research and high- tech
development fields, h has utilized the abundant geothermal
water resources to establish a Shentang Holiday Resort, attracting
more and more tourists coming here for sightseeing. The commercial
shops and trade markets distribute along both sides of the
Yifen street, Binhe west road, Yingze west street, Jinei road,
Qianfeng north road and Nanneihuan west street, with various
wholesale markets of building materials, decoration, furniture,
electric machinery and vegetables. There are many colleges,
universities and science institutions in the district, such
as Taiyuan University of Science and Engineering, Shanxi College
of Traditional Chinese Medicine, and No.2 Electronic Institution,
providing strong technological support for the High- tech
development Zone.
Social and Economic Development:
In 2003 its GDP was 1.348 billion yuan,
up 19.2 per cent over the last year. Its financial income
totaled 318 million yuan, up 26.4 per cent. Its retail sales
of consumer goods for the whole society totaled 2.982 billion
yuan. Per capita net income of farmers was 4125 yuan. The
proportion of three industries was 3.2 per cent, 52.1 per
cent and 44.7 per cent, respectively. Of which the secondary
industry is a main source for economic growth in the District.
Development Target:
According to the principles of first development,
reform, innovation and stable public order, the people in
the District will conscientiously carry out the five strategies
of "placing industry and business as pillar, governing
district in law, invigorating district through science amt
education, creating beautiful environment, and promoting cultural
education". They will make serious efforts to double
the figures of five items as "GDP, total financial income,
gross output value of industrial enterprise above designated
size, total retail sales of consumer goods for the whole society,
and per capita net income of farmers". They will exert
their utmost to build a top- notch district featuring in new
industry, commercial centre, comfortable environment, advanced
culture and ecological landscape.
